SAP: a person qualified to evaluate all employees, working for a DOT operating administration, who have violated a DOT drug and/or alcohol regulation and make recommendations concerning education, treatment, follow-up testing and continuing care.

The DOT & SAPs are responsible for PROTECTING THE TRAVELING PUBLIC.

FMCSA Clearinghouse Registered Provider

A Substance Abuse Professional (SAP) is a qualified clinician responsible for evaluating employees who have violated a U.S. Department of Transportation (DOT) drug and/or alcohol regulation.
​
Under federal law, SAPs assess the violation, determine appropriate education or treatment recommendations, monitor compliance, and provide the required documentation for the Return-to-Duty process.
​
The DOT SAP process exists to ensure public safety and regulatory compliance across all safety-sensitive transportation positions.
​
SAP services are available via secure telehealth for individuals located in:
Massachusetts, Connecticut, Maine, and Rhode Island

What the SAP Process Includes
​
This full telehealth service includes:
1. Initial SAP Evaluation (30–60 minutes)
Comprehensive substance use and mental health assessment following DOT guidelines.
2. Written Treatment / Education Plan
Clear recommendations for required education and/or treatment.
(Services must be initiated within 30 days.)

3. Follow-Up Monitoring Appointments
Up to two brief progress check-ins (approximately 15-30 minutes each).
​
4. Final Evaluation & Clearance
Review of completed recommendations, aftercare planning, and official documentation submitted for DOT Return-to-Duty clearance.
